Using volunteers that are unlicensed by DEFRA is against the rules if you’re working in a charity or resuce that’s involved within rehoming of animals. Even unpaid helpers transporting pets over 65km/40m must be licensed to do so.
Some animal charities and rescues may be operation outside of DEFRA guidelines when using volunteers to transport your pets.
